Independent LivingThe Rowan Organisation has over thirty years experience of supporting independent living. During this time, we have developed a range of services to support the use of Personal Budgets, Direct Payments, Personal Health Budgets and any other funds you may have available.

Below is a list of the services that we provide, which can be purchased individually or as part of a package, in order to ensure that all your support needs are met.

1. Initial Consultation

A free ½ hour consultation to determine what support you require. This can be done via e-mail or by phone, and in conjunction with a practioner if you prefer.

No charge.

2. Remote Agency Set Up Package

If you would like to arrange agency provision, we can support you to put your plans in place.

This will include:

  • Assistance to identify suitable agency provision and to relay your requirements of the service
  • Support to agree the hours of work with your chosen agency
  • Advice on budget management and assistance with the nogation of costs
  • Advise with regards to obtaining a written contract of terms and conditions from your agency

3. Information and Advice Line Subscription

Fully trained ILA's within our information service can provide comprehensive, up to date and reliable information on all aspects of Direct Payments, Personal Budgets, Personal Health Budgets and any other funding.

Information is available in a range of formats in order to meet your individual requirements.

The subscription includes:

  • Support with employment related issues
  • Updates on changes to employment legislation, including information on minimum wage, current and anticipated developments
  • Access to sample documentation and guidelines
  • Quarterly newsletters available in accessible formats
  • Regularly updated website providing information in your area
  • Access to members only section within the website and peer support
  • Facebook and Twitter updates

4. Documentation Check

Compliance check to ensure that recruitment documents, including Job Description, person Specification, Advert, Contract of Employment are all legally accurate and compliant with current Employment legislation.

5. Disclosure and Barring (DBS) - Vetting Service

The Rowan Organisation can carry out an enhanced DBS disclosure on PA’s on behalf of the employer.

This includes:

  • Sending out DBS documentation for the potential PA to complete
  • Sending out paperwork for the employer to verify the documentation sent in to support the DBS application
  • Returning all verification documents directly to the applicant
  • Countersigning the DBS application and forwarding to the DBS
  • Consideration of the returned disclosure and ensuring that the applicant is suitable
  • Suitable applicants will be admitted to our pool of vetted staff. Both the employer and potential PA will be notified
  • The right of appeal is offered to any applicant who is not deemed to be suitable
  • Notifying you when a disclosure is due for renewal

6. DBS Online Check

Electronic checking service for DBS applicants who are already registered with the online update service.

7. Managed Account (Third party account)

A Managed Account can be provided to administer the use of all funds available through Personal Budgets, Direct Payments, Personal Health Budgets and any other funding sources available to you.

Managed accounts will:

  • Receive all invoices, receipts and payment requests
  • Make all authorised payments from accounts
  • Keep a full record of expenditure
  • Monitor income and expenditure
  • Provide statements of account
  • Allow transparent and immediate viewing access to approved users

One off set up cost of £30.00

Ongoing monthly charge of £15.60

(£3.60 per week)

8. Pre-Paid Cards

Pre-Paid Cards Prepaid cards can be loaded with a specified level of funds and can be used as an alternative to cash or credit cards where there are chip and pin facilities. Only money that has been loaded onto the card can be spent so there is no overdraft facility, and it operates on a chip and pin basis so that funds are protected.

We will:

  • Set up new cards
  • Load cards with funds as directed
  • Provide statements as required
  • Allow transparent and immediate viewing access to approved users

9. Payroll Services

Our Payroll Service can provide a weekly, fortnightly, four weekly or monthly service. To reduce the cost of the service we would recommend four weekly or calendar monthly pay periods.

Payroll Service will provide the following:

  • Registration of the employer with HM Revenue & Customs (HMRC)
  • Deal with all correspondence from HMRC including Real Time Information (RTI) and end of year submissions
  • Calculate all payments to employees as required
  • Provide Payslips
  • Calculate HMRC Payments
  • Retain annual leave records for employees

10. Payroll Auto Enrolment Support

11. HMRC Compliance Checks

Historical checks to ensure that staff have been paid at least the minimum wage for all hours worked, including sleep in shifts, in accordance with the HMRC Compliance Scheme, introduced 2018.

12. Payroll Audit Reports

If your funder requires you to produce Audit Reports and you are using our Payroll Service we can produce these reports for you.

13. Recruitment Line

If you wish to recruit PA’s independently without support from our local team, you can use our online based Recruitment Line.

The Recruitment Line will:

  • Help set up an advertisement
  • Place the advert on the Rowan Organisation's website
  • Provide advice on how to place an advert on 'Employer Direct' (JobCentre Plus) website or place the advert for you
  • Act as a mailing address
  • Receive completed application forms collate and forward for short listing
  • Check legality of employment documents

If unsuccessful a re-recruitment drive can be purchased at a reduced rate of £54 (50% discount)

14. Bronze Level Support (Low)

This plan provides up to 5 hours working time per year.

This includes:

  • Support to maximise the use of your budget in order to meet identified outomes
  • Support with contracts of employment and related documents
  • Future proofing: Discussions around circumstances or changes which may impace on current arrangements
  • Audit support to ensure systems for financial audits are in place
  • Discussion and review contingency arrangements
  • Advice on purchasing Employer's Libility Insurance and renewals
  • Access to sample documentation and guidelines

15. Bronze PLUS Level Support (Low)

This plan provides up to 5 hours working time per year PLUS one home visit at the start.

This includes:

One home visit at the start to include:

  • Set up of known PA's including Contracts of employment
  • Advice on rotas to meet working time regulations
  • Support with completing payroll forms
  • Advice/Support on mandatory training including signposting - reduced Rowan rates
  • Advice and signposting to appropriate insurance

Also:

  • Support to maximise the use of your budget in order to meet identified outcomes
  • Support with contracts of employment and related documents
  • Future proofing: Discussions around circumstances or changes which may impact on current arrangements
  • Audit support to ensure systems for financial audits are in place
  • Discussion and review contingency arrangements
  • Advice on purchasing Employer's Liability Insurance and renewals
  • Access to sample documentation and guidelines

16. Silver Level Support (Medium)

This plan provides up to 17.5 hours working time per year either in home or the office per year.

This includes:

  • Advice on opening a bank account
  • Support to maximise the use of your budget in order to meet identified outomes
  • Support with contracts of employment and related documents
  • Future proofing: Discuss circumstances or changes which may impace on current arrangements
  • Audit support to ensure systems for financial audits are in place
  • Discussion and review contingency arrangements
  • Advice on purchasing Employer's Libility Insurance and renewals
  • Access to sample documentation and guidelines
  • One episode of recruitment support
  • Access to local PA register
  • Employment support with regards to changes in working conditions, times or Job descriptions, including amendments to contracts
  • Support with PA's hours and rotas
  • "Employers toolkit", to include information on roles and responsibilities of an emplyer, including health and safety, risk assessments and training
  • Signposting to "Good employer events"
  • Liaising with Insurers Legal departments to deal with any staff concerns or issues that may arise

17. Gold Level Support (High)

This plan provides up to 36 hours working time per year either in home or the office per year.

This includes:

  • Advice on opening a bank account for your Direct Payments
  • Support to maximise the use of your budget in order to meet identified outomes
  • Support with contracts of employment and related documents
  • Future proofing: Discuss circumstances or changes which may impace on current arrangements
  • Audit support to ensure systems for financial audits are in place
  • Discussion and review contingency arrangements
  • Advice on purchasing Employer's Libility Insurance and renewals
  • 1 year subscription to our Information and Advice Line
  • Access to sample documentation and guidelines
  • Fully comprehensive recruitment support
  • Access to local PA register
  • Employment support with regards to changes in working conditions, times or Job descriptions, including amendments to contracts
  • Support with PA's hours and rotas
  • "Employers toolkit", to include information on roles and responsibilities of an emplyer, including health and safety, risk assessments and traiing
  • Signposting to "Good employer events"
  • Liaising with Insurers Legal departments to deal with any staff concerns or issues that may arise
  • Liaising with local authorities including supporting with reviews
  • Any other support that may be required regarding managing your funding

18. Independent Living Support Hourly Rate

The hourly rate can be purchased individually for small pieces of work or it can be purchased in addition to any of our other packages.

19. Support Planning and Brokerage Services

Our experienced team will support you to develop and write your person-centred support plan meeting all the requirements of the Local Authority or Health funder. We will support you to identify outcomes that are important to you and also how to achieve them. The service will provide:

  • A Written Support Plan
  • Full costings within your indicative budget (including comprehensive costings for employing PA’s)
  • Support to identify a range of solutions to achieve your outcomes
  • Support to review your plan
  • All necessary liaison with the funder (Local authority / Health)
  • Access to an online directory of resources that are available in your area (coming soon)
If Brokerage is required we will:
  • Arrange and implement services as instructed

Support Planning and Brokerage Packages

These packages offer a 10% discount on the standard hourly rate for support planning and brokerage.

  • Bronze: Up to 10 hours support, including a maximum of 1 visit.
  • Silver: Up to 15 hours support, including a maximum of 2 visits.
  • Gold: Up to 20 hours support, including a maximum of 3 visits.

20. Additional Monitoring and Payment Support

We will support you to complete the financial monitoring forms, which are required by your funding authority and will also support you to make payments to your staff. Travel is included within the allocated time.

  • Quarterly Monitoring visits; Four x 2 hours visits per year
  • Four Weekly Payment visits; Thirteen x 2 hour visits per year
