- Advice/Support on mandatory training including signposting - reduced Rowan rates
- Advice and signposting to appropriate insurance

- Audit support to ensure systems for financial audits are in place

6. Remote Agency Set Up Package |
If you would like to arrange agency provision, we can support you to put your plans in place.
This will include:
- Assistance to identify suitable agency provision and to relay your requirements of the service
- Support to agree the hours of work with your chosen agency
- Advice on budget management and assistance with the nogation of costs
- Advise with regards to obtaining a written contract of terms and conditions from your agency

7. Support Planning and Brokerage Services |
Our experienced team will support you to develop and write your person-centred support plan meeting all the requirements of the Local Authority or Health funder. We will support you to identify outcomes that are important to you and also how to achieve them.
The service will provide:

- Full costings within your indicative budget (including comprehensive costings for employing PA’s)
- Support to identify a range of solutions to achieve your outcomes
- Support to review your plan
- All necessary liaison with the funder (Local authority / Health)

If Brokerage is required we will:

8. Documentation Check |
Compliance check to ensure that recruitment documents, including Job Description, person Specification, Advert, Contract of Employment are all legally accurate and compliant with current Employment legislation. |

9. Invoicing Charge |
The Rowan Organsiation operates a paperless invoicing system in order to support the environment and reduce unnecessary costs. We will send customer invoices and other documents safely and securely by e-amil. If, however, you require these to be posted to you, this annual charge will be payable in advance. |

10. Disclosure and Barring (DBS) |
The Rowan Organisation can carry out an enhanced DBS disclosure on PA’s on behalf of the employer.
This includes:
- Sending out DBS documentation for the potential PA to complete
- Sending out paperwork for the employer to verify the documentation sent in to support the DBS application
- Returning all verification documents directly to the applicant
- Countersigning the DBS application and forwarding to the DBS
- Consideration of the returned disclosure and ensuring that the applicant is suitable
- Suitable applicants will be admitted to our pool of vetted staff. Both the employer and potential PA will be notified
- The right of appeal is offered to any applicant who is not deemed to be suitable
- Notifying you when a disclosure is due for renewal

11. DBS Online Check |
Electronic checking service for DBS applicants who are already registered with the online update service.

12. Managed Account (Third party account) |
Set up charge - One-off fee, applicable to all new managed accounts.
Managed Accounts can be provided to administer the use of all funds available through Personal Budgets, Direct Payments, Personal Health Budgets and any other funding sources available to you.
Managed Accounts are provided on the EML platform. They provide an individual sort code and account number and will provide any number of transactions per month.
Transactions are classed as:
- The receipt of funds from any source, including DP funds and personal contributions.
- Authorised payments from accounts, including invoices, salary payments, pension payments, HMRC payuments etc.
In addition we will:
- Keep a full record of expenditure
- Monitor income and expenditure
- Provide statements of account
- Provide online access for the funding authority and the account holder. This enables viewers to have a real time view of all account activity and encourages further independence and control for the user, which also ensures that funding authorities can audit accounts quickly and more easily.
- Invoices and other account documents are stored on the system and can be views at the click of a button.
Invoicing Charge
- If required, we will produce and send one invoice per month to the funding authority, in order for package funding to be released. (Additional invoices will incur additional charges. Please contact us to discuss.)
Audit Charge
- If required, we will provide copy documentation on a quarterly basis to the funding authority, to include account statements, copy invoices and receipts.

13. Pre-Paid Cards |
Pre-Paid Cards Prepaid cards can be loaded with a specified level of funds and can be used as an alternative to cash or credit cards where there are chip and pin facilities. Only money that has been loaded onto the card can be spent so there is no overdraft facility, and it operates on a chip and pin basis so that funds are protected. We will:
- Set up new cards
- Load cards with funds as directed
- Provide statements as required
- Allow transparent and immediate viewing access to approved users

14. Payroll Services |
Our Payroll Service can provide a weekly, fortnightly, four weekly or monthly service. To reduce the cost of the service we would recommend four weekly or calendar monthly pay periods. Payroll Service will provide the following:
- Registration of the employer with HM Revenue & Customs (HMRC)
- Deal with all correspondence from HMRC including Real Time Information (RTI) and end of year submissions
- Calculate all payments to employees as required
- Provide Payslips
- Calculate HMRC Payments
- Retain annual leave records for employees

15. Payroll Auto Enrolment Support |

16. HMRC Compliance Checks |

18. Recruitment Line |
If you wish to recruit PA’s independently without support from our local team, you can use our online based Recruitment Line. The Recruitment Line will:
- Help set up an advertisement
- Place the advert on the Rowan Organisation's website
- Provide advice on how to place an advert on 'Employer Direct' (JobCentre Plus) website or place the advert for you
- Act as a mailing address
- Receive completed application forms collate and forward for short listing
- Check legality of employment documents
