Direct Payments Support Scheme
Independent Living Adviser - Conwy
37 hours per week
£23,292 to £25,715 per annum
Home Based within Conwy.
The Rowan Organisation provides support services which enable people to maximise their opportunity for independent living. The role of the Independent Living Adviser is to facilitate and oversee a community based service which provides individuals with information and support so that they can access and make use of monies provided through relevant funding streams and to support with the Direct Payments Support Scheme in their region.
In carrying out their duties the Independent Living Adviser should be mindful of the need to maximise the opportunity for self determination and to work in a way which empowers people to take and maintain control of their own lives.
The Independent Living Adviser should also work in a way which recognises the individual's cultural needs and ensures adherence to the Organisation's Equal Opportunities Policy.
ILA Specific Duties & Responsibilities
To effectively manage an allocated caseload of citizens providing information, support and advice to citizens in relation to the effective use of Direct Payments.
To support DP recipients in the recruitment, employment and management of their staff.
To work with citizens to identify their formal training needs and to contribute to any training programs as considered necessary. This to include both individual and group programs.
To support citizens to complete DBS applications and verify information where necessary.
To support citizens to liaise with Employers Liability Insurance providers.
To ensure that individuals have sufficient, appropriate information in order that they can make informed choices.
To ensure that information is presented in an accessible format that is specific to individual requirements.
To support local community events such as our ILA hubs, employment workshops and training and engagement events, participating within these sessions as required.
General Duties & Responsibilities
To maintain the administrative requirements of this post, both in paper & electronic format, including the use of the Organisation’s IT systems.
To positively promote and publicise the Organisation and its services to all potential stakeholders.
To operate within the quality assurance measures required by the organisation.
To seek regular feedback about the service from individuals to ensure that the service is responsive to their expectations.
To support with training and events, as necessary.
To support students, volunteers and others who may from time to time work with the Organisation.
To arrange interpreting, translation and other support services, as necessary, to ensure that each person has the opportunity to take full advantage of the service.
To work in a collaborative manner with other staff members within The Rowan Organisation.
To attend staff meetings and personal one to ones.
To take part in community hubs, drop in sessions, training days and other public facing events.
To liaise with appropriate person in respect of orders for materials, equipment etc.
To contribute to the planning and development of the organisations work by attending meetings and working groups as required.
To participate in all personal development opportunities and to achieve the required level of competency for the role, within the agreed timescale.
Any other duty which may from time to time be allocated, providing this falls within the role of Independent Living Adviser.

Payroll & Managed Accounts Administrator
37 hours per week
SCP 5 - 11 (£20,277.60 – £22,835.40) per annum
Home based position in the Coventry/North Wales.
The Rowan Organisation provides support services which enable people to maximise their opportunity for independent living.
The role of the Payroll & Managed Accounts Administrator is to support the payroll and managed accounts service on behalf of the organisation, to support people in receipt of a Direct Payment or a Personal Budget, by managing their payroll and/or their managed account to support them to gain independence.
In carrying out their duties the Payroll & Managed Accounts Administrator should be mindful of the need to maximise the opportunity for self determination and to work in a way which empowers people to take and maintain control of their own lives.
Payroll & Managed Accounts Administrators should also work in a way which recognises the individual's cultural needs and ensures adherence to the Organisation's Equal Opportunities Policy.
General Duties and Responsibilities:
To provide telephone liaison with service users and outreach staff, verifying and recording messages through our CRM system and raising activities accordingly.
To operate within the Quality Assurance measures required by the organisation.
To maintain the administrative requirements of this post, both in paper and electronic format, including the use of the organisation`s IT systems.
To ensure that information for individuals is presented in an accessible format that is specific to individual requirements.
To contribute toward the administrative tasks of the team meetings by preparing the agenda and taking and disseminating the minutes to all team members.
To liaise with other agencies as necessary.
Payroll Specific Duties:
To provide an accurate payroll service using sage payroll to clients as required and maintain all relevant records.
To liaise with HM Revenue & Customs, contribution agencies etc. in relation to administration of PAYE service for the clients.
To maintain accurate records in relation to all aspects of PAYE.
To support the production of all payroll invoices against the appropriate account.
To process and submit financial records on behalf of service users, according to their individual requirements.
To process all statutory payments on behalf of service users, in accordance with their instruction.
>To provide support in all aspects of Auto-Enrolment Pensions.
Managed Account Specific Duties:
To raise invoices, receive payments, issue receipts and record all payments received against the appropriate account.
To process and verify purchase invoices and payments to PAs on behalf of service users in accordance with their instruction.
To monitor income and expenditure on service users accounts, in accordance with organisational protocol, and to ensure that transactions comply with agreed parameters.
To liaise with funding bodies where discrepancies are raised via the exception reports.
To process and submit financial records on behalf of service users, according to their individual monitoring requirements.
To process all statutory payments on behalf of service users, in accordance with their instruction and within the stipulated timescales.
To liaise with the service users preferred Employers Liability Insurance provider in terms of ensuring that appropriate policies are established and maintained.
To ensure, where necessary and appropriate, that Employers Liability Insurance policies are forwarded to the relevant stakeholders.
To ensure that Personal Contributions are established and maintained in accordance with agreed funding instructions.
General:
To work in a collaborative manner with other staff members within The Rowan Organisation.
To attend staff meetings and personal supervision.
To attend and participate in training courses as deemed necessary.
To contribute to the planning and development of the organisation`s work by attending meetings and working groups as required.

Finance Assistant
Minimum 20 hours per week
Salary Scale 3 SCP 3 – 4 £20,277.60 to £20,682.90 per annum pro rata, mileage allowance and pension scheme.

General Duties & Responsibilities
To support the clerical function by providing the first point of contact via telephone; to include answering calls, verifying and recording messages through our CRM system and raising activities accordingly.
To operate within the Quality Assurance measure required by the organisation.

To ensure that information for individuals is presented in an accessible format that is specific to individual requirements.
To assist in all aspects of financial arrangements for the organisation including support to the finance manager and senior finance assistant in the day to day running of the department.
To contribute toward the administrative tasks of the team meetings by preparing the agenda and taking and disseminating the minutes to all team members.
To liaise with other agencies as necessary.
Finance Specific Duties
To ensure the correct recording of financial data on our organisational accounting system.
To raise sales invoices, receive payments, issue receipts and bank monies and update organisational accounts accordingly.
To process and verify purchase invoices, ensure correct payment and post to the appropriate budget.
To follow organisational processes with regards to accurate bank reconcilliations.
To maintain accurate records in relation to petty cash and to maintain the imprest level.
To maintain accurate records in relation to organisational postage and to ensure that appropriate stock levels are maintained.
To maintain accurate records of organisational mileage and ensure that correct payments are made.
To maintain accurate records of debtors and to follow organisational credit control processes.
Managed Account Specific Duties
